وتدعم هذه النظرة التفاؤلية الميزانية الاقتصادية الاستشرافية الصادرة حديثا عن المندوبية السامية للتخطيط، والتي أبرزت أن التحسن المتأخر للظروف المناخية خلال الموسم الفلاحي 2022-2023، بعد فترة الجفاف النسبي، سيمكن من تغطية العجز من الموارد المائية وتحسين نسبة ملء السدود الرئيسية بشكل طفيف على المستوى الوطني.
وحسب المصدر ذاته، من المرتقب أن تعزز هذه الظروف إنتاج الحبوب ليصل إلى 55,1 مليون قنطار، بزيادة قدرها 62 في المائة مقارنة بالموسم الماضي. كما سيستفيد إنتاج الخضر وزراعة الأشجار من تحسن الظروف المناخية، خاصة إنتاج الحوامض والزيوت والتمور.
وبشكل عام، من المتوقع أن تسجل القيمة المضافة للقطاع الفلاحي تحسنا بنسبة 6,7 في المائة سنة 2023، بعد انخفاض ملحوظ بلغ نسبة 12,9 في المائة سنة 2022. ومن المرتقب أن يسجل القطاع الأولي زيادة بنسبة 6,6 في المائة بعد انخفاض كبير بلغ نسبة 12,7 في المائة سنة 2022.
التحديات المتعلقة بالفلاحة في صلب البرنامج الحكومي
في سياق دولي يتسم بتعدد الأزمات، ت شكل ندرة المياه أكثر من أي وقت مضى تحديا كبيرا أمام القطاع الفلاحي بالمغرب. وهو وضع تفاقم بشكل أكبر بسبب توالي سنوات الجفاف خلال الفترة الماضية.
وفي هذا الصدد، يعطي مشروع قانون المالية لسنة 2024، تنفيذا للتوجيهات الملكية السامية، أهمية كبرى لتسريع وتيرة تنزيل مكونات البرنامج الوطني للتزود بالماء الصالح للشرب ومياه السقي، الذي رصد له غلاف مالي يصل إلى 143 مليار درهم للفترة 2020-2027.
وبموجب المذكرة التوجيهية المتعلقة بهذا المشروع، التي وجهها رئيس الحكومة إلى المصالح الوزارية، ستضع الحكومة مقاربة متعددة الأبعاد تتمحور حول ترشيد استعمال المياه والتدبير الأمثل للطلب بهدف مواجهة التحديات الحالية والمستقبلية التي تطرحها هذه الإشكالية.
وتشمل هذه الإجراءات تسريع تنزيل مشروع الربط المائي بين حوضي سبو وأبي رقراق، ومواصلة بناء السدود للرفع من قدرة تخزين المياه العذبة وتسريع مشاريع تعبئة المياه غير التقليدية، من خلال برمجة محطات لتحلية مياه البحر والرفع من حجم إعادة استعمال المياه العادمة المعالجة، فضلا عن تعزيز التزود بالماء الصالح للشرب في العالم القروي.
ويتعلق الأمر أيضا بتعزيز التدابير الرامية إلى دعم المواد الأولية الفلاحية وأعلاف الماشية والدواجن، تزامنا مع تنمية قطاعات الإنتاج والتوزيع في إطار استراتيجية “الجيل الأخضر”.
استراتيجية “الجيل الأخضر”.. رافعة حقيقية للنهوض بالقطاع
تعد استراتيجية “الجيل الأخضر 2020-2030″، التي تمت بلورتها طبقا للتوجيهات السامية لصاحب الجلالة الملك محمد السادس من أجل تنزيل جيل جديد من المخططات الاستراتيجية القطاعية، رافعة حقيقية للنهوض بالقطاع الفلاحي وجعله أكثر كفاءة واستدامة وقدرة على الصمود في وجه التغيرات المناخية.
وتتوخى الاستراتيجية ضمان استدامة القطاع الفلاحي ومواصلة دينامية نموه، بهدف مضاعفة الناتج الداخلي الخام الفلاحي ليبلغ ما بين 200 و250 مليار درهم في أفق 2030 وتعزيز الصادرات (ما بين 50 و60 مليار درهم).
ولتحقيق هذه الأهداف، يركز المخطط على تطوير وتعزيز سلاسل الإنتاج الفلاحي عبر تدخل قبلي أكثر استهدافا وإعادة توجيه الجهود في المرحلة اللاحقة.
وفي هذا الإطار، ستواصل الحكومة تنفيذ هذه الاستراتيجية خلال سنة 2024، مع ضمان تفعيل الالتزامات الواردة في 19 عقدا برنامج الموقعة بداية السنة الجارية، بمخصصات تفوق 110 مليارات درهم، منها 42 مليار درهم على شكل مساهمة ممنوحة من طرف الدولة.
وتمت صياغة عقود البرامج هذه بالتشاور مع الفيدراليات البيمهنية المعنية لتحديد الأهداف ومؤشرات التنمية لكل فرع من القطاع بحلول سنة 2030. وتتعلق هذه الأخيرة بما مجموعه 4 سلاسل حيوانية (سلسلة الحليب، وسلسلة اللحوم الحمراء، وسلسلة الدواجن، وسلسلة تربية النحل)، إضافة إلى 15 سلسلة نباتية (سلسلة الزيتون، وسلسلة الأشجار المثمرة، والحوامض، ونخيل التمر، والحبوب والقطاني، والنباتات السكرية، والزراعات الزيتية، والخضروات، والأركان، والبذور، والسلسلة البيولوجية، والفواكه الحمراء، والزعفران، والأرز، والورد العطري).
لم تأت الآفاق الجيدة الخاصة بالموسم الفلاحي 2023-2024، والمدعومة بأرقام المندوبية السامية للتخطيط، من قبيل الصدفة، بل هي نتاج لاستراتيجية طموحة وإرادة قوية وعمل جاد. فهذه هي المقاربة التي يراهن عليها المغرب من أجل النهوض بالقطاع وتعزيز سيادته الغذائية والقدرة على الصمود في مواجهة التقلبات المناخية.
